The proposed development would be 100{28ab41d673507bfe0daf970418d2e81f9476b3e139564442359ad7402c370b16} affordable and is slated for a site where the Fish Market restaurant operated for more than two decades until coronavirus-spawned economic woes forced the seafood establishment out of business last year. The 1.9-acre project site is at 1007 Blossom Hill, where the restaurant had operated since 1997.     SAN JOSE — A big new residential project that would include affordable homes could sprout near a light rail station and the Scottish Rite Center in San Jose, according to preliminary plans circulating at City Hall.
